Traffic significance
The building, together with the follow -up event “I/58 Příbor – Skotnice”, forms a comprehensive section of the I/58 road, which connects the D48 motorway near Příbor with the I/58 road north of the village Mošnov and the D1 motorway. The proposed bypass of the municipality Mošnov will be complemented by the existing traffic skeleton with the road by the walking village along its western edge.
The road I/58 is of supra -regional importance and is one of the main roads leading from Ostrava south through Mošnov, Příbor, Frenštát pod Radhoštěm and Rožnov pod Radhoštěm in the Czech Republic and the recreation area of the Beskydy. It starts in Ostrava on the MÚK with the road I/11. They form a link between the D48 motorway and the I/35 road, which lead in the west -east direction. The road I/58 is also connected to the D1 motorway via the II/464 road (Opava – Bílovec -Studénka – Příbor) between Bílovec (D1) and the municipalities of Skotnice (I/58).
The I/58 road on the Mošnov bypass route will be the main communication connection of the Mošnov Industrial Zone and the International Airport Leoš Janáček Ostrava. The connection of the communication network of the industrial zone and the upcoming public logistics zone to the I/58 road will be provided by the roundabout of the Mošnov – South I/58 road with the III/4809 road (future II/464), south of Mošnov.
The roundabout Mošnov-sever road I/58 with the road III/48016 connects the area of the airport, the administrative zones of the “SOM” and the development area of the industrial zone through the “Ostrava congress” from the road I/58 north of Mošnov. The administrative zone “SOM” immediately follows the pre -platform space as a territorial reserve for expanding services and other commercial activities for the airport.
Location and description
The construction “I/58 Mošnov – bypass” represents the relocation of the I/58 road between the village of Skotnice and the northern outskirts of the village Mošnov. It is the relocation of the I/58 road on the Mošnov bypass route, which is led west of the edge of the settlement, on the boundary between residential buildings and an industrial zone. The route is designed in the new route as a new building in accordance with the route according to the approved principles of the territorial development of the Moravian -Silesian Region.
The new I/58 road is designed in a road arrangement in the category S 11.5/80. The length of the section in question is 3333 meters. Based on a study of austerity measures, a four -lane category with S 24.5/80 was abandoned.
At the beginning, the route diverts from the existing I/58 road and continues to the roundabout Mošnov-South with the relocation of the road III/4809 (future II/464). The radius of the roundabout is R = 37.5 m. With the relocation of road III/48018, a roundabout of Mošnov-střed with radius R = 25 m is designed. The route passes between the airport and the Lubina River. In front of the roundabout Mošnov-sever with the relocation of road III/48016, the route connects to the route of the existing I/58 road, behind which it ends.
The proposed bypass route in the southern section is led mainly by free landscape, outside the residential development of the municipality, currently largely used for agricultural purposes. This minimizes the environmental impacts of the municipality’s inhabitants, but at the same time requires the occupation of agricultural land. The induced relocation of road III/4809 will affect the cadastral area Sedlnice.
In the central section (cadastral area Mošnov), the route of the I/58 road is led in a corridor defined from the west through the areas of the Ostrava-Mošnov Industrial Zone and from the east by a protective ground wall led along the western edge of the residential development of the village of Mošnov. At present, these are also farmed land.
Part of the bypass route in the northern section passes through the village of Mošnov and through the areas of the “SOM” zone. In the area in front of the fuel gas station, the proposed route I/58 is connected to the existing I/58 road. At this point, the I/58 road is most approaching the Lubina watercourse. The end of the I/58 road is run on the route of the existing I/58 road. The building ends in the middle between the roundabout Mošnov-sever and the bridge over Lubina.

In 02/2015, a new project plan including HDM-4 with a cost-effective solution was prepared, which was approved by the CK MD on 16/07/2015. In 11/2016, a revised DÚR with a cost-effective solution was submitted and engineering activities related to securing the ÚR took place. In 04/2017, a request was submitted for the initiation of the EIA investigation procedure, and on 15 June 2017, a decision was issued regarding the investigation procedure of the Administrative Office that the building is not subject to further assessment. On April 27, 2017, a request was submitted for the issuance of an ÚR, and on February 22, 2018, this decision became legally binding. The DSP was completed and the ID to secure the SP was carried out. The property law preparation is complete.
At the end of 09/2020, an application for the issuance of the SP was submitted. On 4 November 2020, KÚ MSK started construction proceedings for 18 main construction objects. The SP was issued by the KÚ MSK on December 22, 2020, and the SP became legal on January 22, 2021.
On December 14, 2021, a tender for the construction contractor was announced. Bids could be submitted until May 12, 2022. 11 bids were submitted. In 08/2022, the ŘSD selected the most favorable offer and the contract was signed on 23 September 2022. The ceremonial start of construction took place on 11 October 2022.
